Location and Hours
Macomb Park is located at 3409 Macomb St. NW, Washington, DC 20016 — just west of 34th St./Reno Road and roughly midway between Connecticut and Wisconsin Aves.
Free street parking is available on Macomb Street. The park is also a pleasant uphill walk from the Metro (Cleveland Park Stop) and an even more pleasant downhill walk from the Wisconsin Ave. bus lines.
The Rec Center hours are Monday through Friday, 2:30 p.m. to 9 p.m. 
There’s a baseball field, a basketball court, an upper and lower playground, and three picnic tables.
The bathrooms are open daily from dawn to dusk. The rec center phone number is 202-238-2199.

Yes, to receive a permit you’ll want to go directly to DPR Permits office. Here is a link; I believe you can do everything online.
